The Transport Department is governed by Section 213 of the Motor Vehicles Act of 1988. The Transport Department was formed primarily to implement the terms of the Motor Vehicles Act of 1988, the Punjab Motor Vehicles Taxes Act of 1924 (Amended 1993), and the rules framed under these two Acts.
Setup of the Department
The State Transport Commissioner is in charge of the Transport Department. In the Head Office, he is assisted by two Additional State Transport Commissioners, one Joint State Transport Commissioner, a Deputy Controller (F&A), a Deputy State Transport Commissioner from Punjab, a Service Engineer, an Automobile Engineer, and an Assistant Transport Commissioner (Tech).
Punjab Regional Transport Authorities
There are 11 regions in the state. Section 68 of the Motor Vehicles Act, 1988 establishes one Regional Transport Authority for each of the 11 regions, with the State Transport Commissioner serving as a single-man Regional Transport Authority. These Regional Transport Authorities perform and discharge the duties and functions imposed on them by the provisions of the Motor Vehicles Act and the Regulations enacted thereunder, which primarily pertain to transportation control through permit issuance.
Unit Offices
In order to decentralise government and be more accessible to the public. Unit Offices led by Regional Transport Authorities/Motor Vehicle Inspectors have been established. These offices handle vehicle registration, driving licences, taxation, and the issuance/renewal of fitness certificates for transport vehicles. Sub Divisional Magistrates (save at District Headquarters) in Punjab have been designated as Registering Authorities and Licensing Authorities to handle non-transport vehicle registration certificates/driving licences, etc. at the tehsil level. Vehicle Registration in Punjab RTO
No one shall drive a motor vehicle, and no owner of a motor vehicle shall cause or authorize the vehicle to be driven in any public place or other location, unless the vehicle is registered in accordance with Chapter IV of the Motor Vehicle Act, 1988.

Punjab RTO Temporary Registration
- Sales Certificate in Form 21.
- Roadworthiness certificate in Form 22 from the manufacturers(Form 22A) from the Body builder).
- Valid Insurance Certificate.
- Pollution Under Control Certificate.
- Proof of Address(Ration Card, Electricity Bill,…)
- Design approval copy of STA in case Trailar or Semi Trailar.
- Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex-Army Vehicle.
- Customs Clearance Certificate in the case of Imported Vehicles.
- Unless exempted, the Fee payable to the Temporary Registration or for its extension shall be Rs.50/- as per Rule 42(10)of Punjab Motor Vehicles Rules,1989.
- Tax as specified in the schedule of the Punjab Motor Vehicles Taxation Act.
Punjab RTO Permanent Registration
An application for registration of a motor vehicle must be filed in Form 20 to the Registration Authority within 7 days after delivery, excluding the duration of voyage, and must be accompanied by
- Sales Certificate in Form 21.
- Roadworthiness certificate in Form 22 from the manufacturers(Form 22A from the body builder)
- Valid Insurance Certificate.
- Proof of Address(Ration Car, Electricity Bill..)
- Design approval copy of STA in case Trailar or Semi Trailar.
- Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex-Army vehicles.
- Pollution Under Control Certificate.
- Customs Clearance Certificate in the case of Imported Vehicles.
- Appropriate Fee as specified in Rule 81 of CMV Rules,1989.
- Tax as per Punjab Motor Vehicles Taxation Act/Rules.

Renewal of Certificate of Registration in Punjab
An application for Renewal of Certificate of Registration must be filed in Form 25 to the Registering Authority in whose jurisdiction the vehicle is, not more than 60 days before its expiration date, by paying the necessary amount as stipulated in Rule 81 of the Central Motor Vehicles Regulations, 1989.
