The Canteen Stores Department (CSD) launched an online portal in 2021 for selling AFD-1 items to Defence Forces Service personnel, retired personnel and Defence civilian employees and officers. The CSD AFD Team has recently updated the purchasing regulations and guidelines for all customers. The new CSD AFD purchase policy 2023 is described in detail below.

Eligibility of Car for Pay Level 1 to 5 in CSD AFD
Armed Forces Personnel (Serving and Retired) and Widows (as applicable) who are on Pay Level 1 to 5 have the eligibility to purchase a car with a value of up to Rs.8 Lakhs, exclusive of taxes (for electric vehicles the cost limit is Rs.13 Lakhs, exclusive of taxes). The first car is to be purchased after a minimum of five years of service, with a gap of eight years between the purchase of two cars. For widows, if the late husband purchased two vehicles during his service and following retirement then the widow will not be eligible to purchase a car. However, if the late husband only obtained one car while in service, then the widow can acquire a vehicle through CSD after a period of eight years from the date of the last acquisition.
Eligibility of Car for Pay Level 6 to 9 in CSD AFD
Employees with Pay Levels 6-9 are eligible to purchase a car (an electric vehicle up to a value of Rs.15 Lakhs excluding taxes) after a minimum of five years of service. This applies to the first car as an Officer Rank, the second car on promotion as a Junior Commissioned Officer, and the third car after retirement.
For widows, if the last husband purchased a car while in service and after retirement, they will not be eligible to purchase another car. However, if the late husband only purchased a car while in service, then the widow can obtain one car through the CSD after a period of eight years from the date of the last purchase.
Eligibility of Car for Pay Level 10 to 18 in CSD AFD
Armed forces personnel who are in Pay Levels 10-18 are entitled to purchase a car worth up to Rs.20 Lakhs (Rs.25 Lakhs for electric vehicles) excluding taxes, once every eight years.
Eligibility of Car for Pay Level 11 to 18 Defence Civilian
Civilian Officers currently in service or retired, in pay levels 11 to 18, and their family pensioners, are eligible for the purchase of a car valued up to Rs. 20 lakhs excluding taxes from the CSD AFD online portal. For electric vehicles, the cost limit is Rs. 25 lakhs excluding taxes.
Eligibility of Two-Wheeler in CSD AFD
All personnel of the Armed Forces, ex-servicemen, defence civilian employees, officers and pensioners are eligible to purchase a two-wheeler, laptop, desktop, or any electronic items such as televisions, washing machines, air conditioners, and refrigerators from the CSD AFD online portal in 2023 subject to the following restrictions; all CSD URC Smart Card holders can only buy a two-wheeler once every four years and each customer can only purchase one item every four years.

The CSD AFD online portal does not impose any pay level restrictions on the purchase of two-wheelers and other electronic items. This means that all grades from pay level 1 to 18 are eligible to purchase items such as bikes, scooters, TVs, washing machines, and air conditioners. Customers in all pay matrix levels are thus eligible to acquire two-wheelers and electronic items.
