All India RTO Code List 2023 PDF Download: The Ministry of Road Transport & Highways is leading the charge in modernizing over 1000 Road Transport Offices (RTOs) throughout the country. These RTOs issue Registration Certificates (RC) and Driving Licenses (DL) that hold legal validity nationwide. In order to ensure seamless interconnectivity, accuracy, and timely access to information, it was crucial to establish uniform standards for these documents on a national scale. To achieve this, the SCOSTA committee was formed, which recommended the implementation of a standardized software system across the entire country.
The Ministry then entrusted the National Informatics Centre with the important task of standardizing and deploying the VAHAN software for Vehicle Registration, as well as the SARATHI software for Driving Licenses. These software systems are designed to incorporate the essential functionalities mandated by the Central Motor Vehicle Act, 1988, while also accommodating customization to meet the specific requirements of each of the 36 states.
