How to obtain a Clearance Certificate (cc), No Objection Certificate (NOC) in the event of Sale, Removal of the vehicle outside the state?

  • (a)Sale or Removal of Vehicle Within the State: If the owner desires to remove or sell his/her vehicle outside the jurisdiction of Registering Authority within the State. Owner shall file the application on plain paper for the issue of clearance certificate with the Registering Authority where the vehicle is registered along with the following documents: viz. Registration Certificate, Insurance Certificate, Tax Card, Permit, and Fitness Certificate (in case of transport vehicle) and shall be responsible for clearing tax arrears.
  • (b)Sale or Removal of Vehicle Outside the State: If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State. Owner shall file the application in form CMV FORM 28 in quadruplicate (4 copies) for the issue of No Objection Certificate with the registering authority where the vehicle is registered along with the following documents: viz. Registration Certificate, Insurance Certificate, Tax Card, Permit, and Fitness Certificate (in case of transport vehicle) and shall be responsible for clearing tax arrears. No Objection Certificate will be issued after obtaining a report in writing from the Police Authorities that no case relating to the theft of the motor vehicle.

What is the procedure for obtaining a change of address and transfer of ownership?

The vehicles migrating from other States or other regions in the State are required to obtain a Change of Address or Transfer of ownership as the case may be. The vehicle owner shall file an application for noting change of address within Thirty (30) Days from the date of arrival and shall furnish the following:

  • Application in form CMV 33.
  • Application in form CMV FORM 29 in duplicate and CMV 30 in case of Transfer of Ownership.
  • Proof of Address (Refer to FAQ 1).
  • Prescribed fee and tax if any payable.
  • Registration Certificate (Fitness Certificate in case of Transport Vehicle).
  • Tax Card.
  • Insurance Certificate.
  • Clearance Certificate (CC), No Objection Certificate (NOC) as the case may be.
  • Consent of the financier.
  • Pollution Under Control Certificate.
  • Bonafide Certificate.
  • Principal place of Business Certificate issued by A.D.M, S.D.M. in case of Transport Vehicle.

All the related applications shall be filed before the Registering Authority and the vehicle shall be produced for inspection in the premises of the R.T.O, S.D.M. in case vehicle migrating from another State

What is the procedure for obtaining a Fitness Certificate for Transport Vehicle? Renewal of Fitness Certificate?

All transport vehicles shall carry valid fitness certificates to ply on road. The owner shall apply for the issue of a fitness certificate in FORM XIV C.F.X. along with the prescribed fee, Registration Certificate, Insurance Certificate, Tax Card, Pollution Under Control Certificate, Permit and produce the vehicle for inspection in a good condition. The Senior, Inspector of the motor vehicle will inspect the vehicle particularly on the following aspects:

  • front axle and steering,
  • front spring,
  • fuel system,
  • electric system,
  • engine performance,
  • silencer, transmission,
  • rear springs,
  • tyres,
  • chassis frame,
  • body,
  • brakes,
  • compulsory equipment,
  • requisite equipment,
  • cleanliness,
  • weight of vehicle,
  • any other observations or defects worth mentioning.

The validity of the renewal of the Fitness certificate is one year at a time.

What is the procedure for obtaining of Noting, Terminating of Hire Purchase, Terminating of Hire Purchase, Hypothecation, Lease?

(a) The following documents have to be produced for making an entry of an agreement of Hire Purchase, Hypothecation, Lease:

  • Application form CMV FORM 34.
  • Registration Certificate (RC Book).
  • Fitness Certificate, Permit in case of Transport vehicle.
  • Tax Card.
  • Insurance Certificate.
  • Pollution Under Control Certificate.
  • Prescribed fee.
  • Consent of the financier on a notepad, Letter Head preferably with Hologram.

(b) The following documents have to be produced for Termination of Hire Purchase, Hypothecation, Lease:

  • Application form CMV FORM 35.
  • Registration Certificate (RC Book).
  • Fitness Certificate, Permit in case of Transport vehicle.
  • Tax Card.
  • Insurance Certificate.
  • Pollution Under Control Certificate.
  • Prescribed fee.
  • Consent of the financier on a notepad, Letter Head preferably with Hologram.

All the related applications shall be filed before the Registering Authority, S.D.M., R.T.O

What is the procedure for re-registration?

The vehicles migrating from other States are required to obtain a re-registration mark of H.P. State within 12 months from the date of arrival into H.P. State. The vehicle owner shall produce the following:

No Objection Certificate (NOC) in CMV FORM 28 or postal acknowledgment for having sent application for issue of no objection certificate to the concerned registering authority.

  • Application form CMV FORM 27.
  • Registration certificate (RC Book), Tax Card.
  • Insurance certificate.
  • Consent of the Financier.
  • Pollution Under Control Certificate.
  • Prescribed fees and difference of tax if any.

All the related applications shall be filed before the Registering Authority and Vehicle shall be produced for inspection in the premises of the R.T.O, S.D.M. in case it is not inspected earlier

What is the procedure for registration of a new vehicle?

After purchasing the vehicle from a dealer: the applicant shall produce the following application, documents, fees, and tax challan:

Application form CMV FORM 20 (signature of the financier in case of HPA, Hypothecation, Lease).

  • Sale Certificate in form CMV FORM 21.
  • Valid Insurance certificate.
  • Proof of Address (Any one of the following):
    1. Ration Card.
    2. Passport.
    3. LIC Policy.
    4. Electricity or Telephone bill.
    5. Payslip issued by any office of the Central Government or a State Government or a Local body.
    6. House tax receipt.
  • Himachali certificate in case of Transport vehicle/ Stage/ Contract carriage vehicle.
  • Temporary Registration issued by the Registering Authority or Trade Certificate issued by the Dealer.
  • Road Worthiness Certificate in CMV FORM 22.
  • Form CMV FORM 22A in case of Body built vehicle (EX. Goods vehicle, bus, etc.
  • Customs clearance certificate in case of an imported vehicle with and bond.
  • Prescribed fee amount to be paid at R.T.O Counter/Treasury.
  • Tax payable (depending upon the category of the vehicle.
  • Income Tax clearance certificate in form 60 or a declaration.
  • Bonafide agriculture certificate issued by the Tehsildar in case of registration of Tractor-Trailor unit used for agriculture.
  • Permit proceedings if any in case of the transport vehicle.

All the related applications shall be filed before the Registering Authority and Vehicle shall be produced for inspection in the premises of the R.T.O, S.D.M

What is the procedure for renewal of registration of the non-transport vehicles (Personal vehicles motorcycles, cars, jeeps, etc.)?

  • The owner shall obtain a renewal of the registration certificate in respect of Non-Transport vehicles after 15 years from the date of their registration. Application for renewal of registration certificate shall be made in CMV FORM 25 not more than SIXTY (60) DAYS before the date of its expiry along with documents viz. Registration Certificate, Insurance Certificate, Tax Card, Pollution Under Control Certificate, Prescribed fee and produce the vehicle for inspection in a good condition. Registration Certificate will be renewed for a period of Five Years.
