Driving Licence in Meghalaya:
- Driving Licence can be applied 30 days after the issue of Learner’s Licence. Driving Licene is made only for the class of vehicles where LL has been applied for.
1. How do you obtain a Learner’s License?
- Applicant for a Learner’s License should appear personally before the Licensing Authority with the following
Application Form II (available with the department)
Proof of Age
Age Proof attested Copies of any of the following:
- School certificate
- Pass port
- Birth Certificate
- Certificate from Central, State Govt. or a local body
- Identity card, voter list
- PAN of Income Tax card
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
- Other authentic proof acceptable by Licensing Authority.
Proof of residence
Residence proof attested copy of any of the following:
- Ration Card,
- Electoral Roll,
- Life Insurance Policy,
- Passport,
- Electricity or Telephone Bill,
- Pay slip issued by any office of the Central Government or a State Government or a local body,
- House Tax Receipt,
- School Certificate,
- Birth Certificate,
Medical Certificate in form 1A wherever applicable. An application for a medical certificate(Form – IA) shall contain a declaration in Form – 1. 3 recent passport size photographs of the applicant. Remember to bring the originals of the documents whose attested copies are enclosed.
Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him at least for one year, medical certificate in form 1A and he should attain the age of 20 years. Applicants for Learner’s License shall pass a test regarding basic traffic signs and driver’s responsibilities. The Learner’s License so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.
Permanent licence
- To obtain a permanent license.
- You should have a valid learner license.
- You should apply after 30 days and within 180 days from the date of issuance of learner license.
- You should be conversant about the vehicle systems, driving, traffic rules and regulations.
- Approach your Regional, District Transport office of the Licensing Authority.
Please Carry the following:
- Your valid original learner`s license.
- Application in Form No. 4
- Applicable Fee.
- Proof of age

- The vehicles for which category you are applying the license.
- Your original license in case of endorsements of categories.
- Remember to bring your original documents along with the above.
For obtaining a fresh driving license he or she has to undergo driving test of the relevant vehicle for which he/she has applied for and pass the test of competence to drive. After scrutiny of your documents you will be put through the driving test. For driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarization with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.
