The Kerala Motor Vehicles Department is run by Section 213 of the Motor Vehicles Act of 1988. The department was made to enforce the Motor Vehicle Act of 1988, the Kerala Motor Vehicles Taxation Act of 1976, and their rules. The Kerala Motor Vehicles Department (MVD) is helping to computerize 18 Regional Transport Offices (RTOs), 14 Safe Kerala Control Rooms, 68 Sub Regional Transport Offices (RTOs), and 19 Motor Vehicles Check Posts (MVCPs). The Kerala Motor Car Department is in charge of vehicle registration, driver license’s, permits, road fees, and pollution control. The Motor Vehicles Act and road safety are enforced by the MVD’s Safe Kerala Wing. The Motor Vehicles Department’s rules bring in a lot of money for the State Treasury.

We have set reasonable time limitations for various services provided by the offices after careful consideration. We make every attempt to stay within the time limit as much as feasible. We have implemented a revolutionary reform in the issuance of driving licenses, in which the license is issued on the spot on the same day as the test. Another major change is the implementation of the Computer Aided Learner’s Licensing System (Calls) for the awarding of learners’ driving licenses on the spot. The Hon’ble Minister for Transport inaugurated the Calls on May 23, 2002.

- Since April 1, 1998, cars, motorcycles, scooters, three-wheelers, etc. that have never been registered before have to pay a one-time tax for up to 15 years.
- Two-wheeler owners with engines smaller than 95 cc can pay their vehicle tax in lump sums for 5 years, 10 years, or 15 years.
- Private vehicle taxes and fees can now be paid at the FRIENDS Citizens Integrated Service Centre in Thiruvananthapuram and at all district headquarters.
- Physically disabled people, like the blind and the deaf, who have more than a 40% disability do not have to pay tax on their own cars if they use them for their own needs.
- In each office of the Department, there is a Public Grievance Redressal Cell that works.
